Description
The National Oceanic and Atmospheric Administration requires a turnkey installation of five new ductless mini-split heat-pump HVAC systems at its Galveston laboratory. The scope includes replacing four failing systems and installing one new dual-head system, along with refrigerant piping, insulation, condensate drainage, electrical disconnects and circuits, conduit, controls, coastal corrosion protection, mounting hardware, testing, commissioning, debris removal, and restoration of disturbed surfaces. Equipment must be new, suitable for a marine environment, and may be Mitsubishi Electric, Daikin, Fujitsu, LG, or an approved equal. The contractor must provide qualified HVAC and licensed electrical personnel, comply with applicable codes and safety requirements, and furnish warranties, equipment and operating manuals, as-built drawings, startup and commissioning reports, and maintenance schedules. The base period is one year, with four potential one-year options for quarterly preventive maintenance covering all five systems. The solicitation is a total small-business set-aside and will result in a single firm-fixed-price purchase order evaluated using trade-off procedures.
