Description
Franklin County seeks a qualified public safety consulting engineering firm for a two-phase assessment and improvement project for the Franklin County Regional Communications Center. Phase 1 requires review of the 911 dispatch center, facilities, operations, radio architecture, frequencies, coverage, transmitter and receiver sites, towers, shelters, backhaul, interoperability, equipment condition, resiliency, and related technology. The consultant must conduct interviews, document reviews, facility and transmitter-site visits, radio coverage analysis, inventories, and recommendations, including coverage maps, projected costs, implementation strategies, maintenance plans, and a final Communications Plan. Phase 2, contingent on funding and County approval, requires development of procurement specifications and supporting diagrams for equipment, installation, testing, acceptance, and related services. The consultant will also assist with the procurement process, including conferences, site tours, bidder questions, proposal reviews, vendor cost analysis, award recommendations, contract negotiations, and FCC licensing. The study is to be completed within four months of contract award. Proposals must include firm qualifications, staff resumes and organizational information, at least three similar-project references, a proposed schedule and scope of work, and detailed pricing.
