Description
The Maine Department of Transportation is soliciting snow plowing, ice control, and related winter maintenance services for park-and-ride lots in Portland and South Portland. The contractor must provide plow trucks and calibrated material-spreading equipment; remove snow; apply salt, winter sand, and liquid chlorides; maintain safe travel conditions; report material usage; and maintain appropriately located stockpiles. The solicitation identifies approximate seasonal material quantities of 450 tons of anti-icing salt, 200 cubic yards of winter sand, and 4,500 gallons of liquid chlorides. The initial contract term is three years, beginning October 15, 2026, or upon execution, whichever is later, and ending May 1, 2029. The Department may mutually agree with the contractor to extend the contract for up to five additional one-year winter seasons, with a 2% annual escalation factor after the initial contract year. Insurance certificates are required, but performance bonds, payment bonds, and bid guarantees are not required. Bids may be submitted electronically through Bid Express when permitted by the Notice to Contractors, or by paper submission using the specified bid package and original-signature requirements.
