Description
The Town of Winthrop is seeking a qualified consultant to develop an advisory, non-regulatory Open Space Plan. The work includes public outreach, stakeholder interviews, public-input summaries, identification and mapping of conserved lands, forests, farmland, wildlife habitat, agricultural soils, recreational trails, and lake-access points, and review of relevant recommendations in the Town's 2024 Comprehensive Plan. The consultant will coordinate progress meetings with the Conservation Commission, present draft and final recommendations, prepare a presentation for Town Council adoption, and maintain meeting notes. Deliverables include meeting summaries, a final Open Space Plan in searchable PDF and Microsoft Word formats, a public-facing executive summary, and GIS maps and supporting data compatible with ArcMap 10 using Maine State Plane NAD83 coordinates. The Town has secured a $58,667 Community Action Grant, including contingency and grant administration costs; the final budget and scope will be negotiated. Project completion is required before July 1, 2027.
