Description
Washington Township seeks a qualified consulting firm to develop an updated, community-based strategic plan through extensive engagement with elected officials, employees, residents, businesses, community partners, and other local government entities. The scope includes project management, outreach planning, five focus groups or listening sessions, a statistically valid community survey followed by open community, employee, and elected-official surveys, SWOT and trend analysis, and development of mission, vision, and core values. Required deliverables include an outreach plan, SWOT analysis, mission statement, vision statement, core values, a short-, mid-, and long-term action plan, a tracking dashboard or reporting tool, and a publicly shareable final report with supporting materials. The consultant must address accessibility for residents with disabilities and limited English proficiency, incorporate existing studies and strategic priorities, and provide recommendations that are financially feasible and legally permissible under Ohio law. Proposals must include the firm's qualifications, key personnel, at least three similar projects completed within the past five years, work plan, schedule, itemized fee proposal, sample contract terms, litigation and claims history, insurance confirmation, and required certifications.
