The Alaska Mental Health Trust Authority is soliciting proposals for a multi-award pool of contractors to provide project-specific technical assistance to Trust-sponsored initiatives and organizations. Services may address planning, governance and operations; monitoring and evaluation; organizational growth, stabilization, and reduction; financial management; technology solutions; and facility-based project planning. Contractors will be matched to projects based on qualifications, expertise, and fit, with work authorized through project-specific scopes of work and work orders. Work is intermittent and not guaranteed. The contract is time-and-materials, with contractors providing scopes of work, deliverables, progress reports, activity logs, and project closeout narratives and materials. Subcontractors are permitted, but joint ventures are not allowed. Proposals must use the provided submittal forms, including offeror information and certifications, experience and qualifications, project understanding, methodology, management plan, subcontractors if applicable, and cost proposal. Hourly rates over $200 are nonresponsive. The estimated budget is $500,000 for all technical assistance in FY 2027 and $700,000 for all subsequent years, with no guaranteed amount for any individual contract.
