Description
The Joint Meeting of Essex and Union Counties is soliciting qualification statements from firms or individuals to provide acting director of finance and administration services. The scope includes safeguarding financial interests; accounting for revenue and expenditures; invoicing, receipts, purchasing protocols, financial risk management, insurance matters, payroll-related procedures, invoice pre-audits, and coordination with external auditors. The provider will also prepare monthly budget-to-actual exception reports, assist with annual budget preparation and presentation, manage investments and idle liquid assets, evaluate debt restructuring and new issuances with the agency's financial advisor, and perform other duties assigned by the Executive Director. The anticipated workload is approximately 16–20 hours per week. Respondents must provide an hourly rate and hold an RMA certification. Qualification statements must include an executive summary, executed qualification and intent letters, organizational and ownership information, affirmative-action compliance information, licenses, New Jersey business registration documentation, relevant experience and references, subcontracting information, key employee resumes, and an understanding of the agency's needs.
