Description
San Miguel County is requesting proposals from qualified firms or consultants to develop a comprehensive Housing Action Plan for the county and specifically its unincorporated areas. The work must comply with Colorado Revised Statutes 24-32-3705 and related Department of Local Affairs guidance, and must address housing needs, regional housing allocations, zoning and density constraints, affordable-housing production and preservation, displacement-risk mitigation, transit-oriented housing opportunities, legislative adoption strategies, intergovernmental coordination, and public outreach. The scope includes data gathering and review of the 2025 Housing Needs Analysis and relevant plans, codes, policies, and studies; an inclusive public-engagement process; existing-conditions analysis; a public-engagement plan; a draft Housing Action Plan; detailed analysis, charts, and maps; selection of three affordable-housing strategies and one displacement-mitigation strategy; and support for at least five public or Board of County Commissioners meetings. The final plan must be digitally accessible under Colorado accessibility requirements and include documentation supporting a three-year implementation update. Proposals must include a transmittal letter, staff qualifications and resumes, up to three comparable sample projects with owner contacts and project costs, exceptions, and a detailed approach, schedule, availability, and itemized budget. The anticipated project period runs from contract execution through October 29, 2027.
