Description
The City of Seattle seeks a consultant to administer passthrough rebates for residential conversions from oil heating systems to high-efficiency electric heat pumps. Subject to funding, the program may expand to gas-to-heat-pump conversions, window heat pumps, heat pump water heaters, and electric cooking equipment. The consultant must advance or reimburse instant rebates to installers, seek monthly reimbursement from the City, review and verify installer documentation, securely manage participant and project data, and report expenditures, disbursements, contractor participation, and program outcomes. The work also includes building and managing an inclusive contractor and installer network; providing contractor communications, training, and support; developing marketing, outreach, and consumer education; offering equipment and manufacturer variety; and supporting participation by women- and minority-owned, veteran-owned, and small businesses. Minimum qualifications include at least three years of relevant rebate and installer-network experience, one similar completed contract, the ability to distribute specified heat pump systems meeting HSPF2 8.5 and SEER2 15.2 requirements, a local office within 50 miles of the greater Seattle area, and distribution to at least ten Seattle-area installers. The response must include qualifications, an inclusion plan, a proposal response, pricing, a consultant questionnaire, and any requested contract exceptions.
