Description
The City of Seattle, through Seattle Public Utilities, is soliciting bids for a two-year unit-price contract to perform spot rehabilitation of existing sewer and drainage pipes throughout the city. Work will be assigned through work packages and may include open-trench pipe repairs and replacement, cured-in-place pipe (CIPP) lining using ultraviolet or thermal curing, maintenance-hole and channel work, excavation, dewatering, temporary sewer bypass pumping, utility coordination and protection, jet cleaning, CCTV inspection, lateral reconnection, backfilling, pavement and landscape restoration, ADA-compliant curb ramps, traffic control, and debris removal. The contract has a minimum award value of $600,000 and a not-to-exceed contract amount of $4,000,000 plus sales tax. Bidders must submit the electronic bid through the procurement portal, including the owner-provided bid forms as a single PDF and an electronic scan of the bid guarantee. The bid guarantee must equal 5% of the submitted bid amount, including sales tax. A payment and performance bond for the not-to-exceed amount is required from the apparent low bidder. The solicitation also requires a completed WMBE Inclusion Plan and Bidder/Subcontractor List, and establishes supplemental responsibility criteria requiring three similar projects within the last five years, including specified CIPP and public-right-of-way experience.
