Description
The University of Connecticut is soliciting bids from previously prequalified companies for the Discovery Drive Solar Array Pilot project. The design-build project includes professional design, permitting, surveying, utility coordination, site work, and construction of a ground-mounted solar photovoltaic array, including solar modules, racking, inverters, electrical infrastructure, fencing, grading, tree clearing, and erosion control. The system must be interconnected with the Eversource electrical grid and comply with applicable incentive and tariff requirements. Fixed-tilt racking is acceptable; immature trees within the work area must be removed, while mature trees and the nearest row of trees must be protected as directed by the University's Tree Warden. Bids must be submitted through the HuskyBuy Portal by September 17, 2026, at 2:00 p.m. The project has a 24-month duration from contract execution, with liquidated damages of $500 per calendar day for delayed substantial completion. Required submission materials include the cost proposal, applicable state contractor forms, bid security, a bonding-capacity letter, subcontractor information where applicable, contract acceptance, and acknowledgments of Addenda 1, 2, and 3. Connecticut prevailing-wage requirements apply when the total cost of contractor and subcontractor work is $1,000,000 or more. The project requires at least 30% participation by Connecticut-certified Small Business Enterprises and at least 10% participation by Connecticut-certified Minority Business Enterprises as subcontractors, with the MBE goal permitted to count toward the SBE goal. Only previously prequalified companies may submit bids.
