Description
The Town of Shelter Island is soliciting a turnkey contractor for a rooftop solar photovoltaic system at the Recycling Center, 34 N. Menantic Road, Shelter Island, New York. The base system must have a fixed 50 kW AC rating and include design, engineering, structural evaluation, procurement, installation, utility interconnection, commissioning, as-built documentation, operations and maintenance manuals, and on-site training. The system will serve an existing 480V, three-phase service, offset the facility's primary-meter consumption, and support remote net metering for other municipal accounts. The contractor must provide New York-licensed Professional Engineer oversight, stamped drawings, energy-production modeling, code compliance, and coordination with PSEG Long Island. The full available roof area may be used, and ground-mounted alternatives may also be considered where appropriate. Proposals must present the solar system as the standalone base scope and price an integrated battery energy storage system as an explicitly defined additive alternate. The BESS is primarily intended for demand-charge management and must include review, testing, and training involving the local fire department. Proposers must address applicable federal investment-tax-credit and elective-pay requirements, including prohibited-foreign-entity compliance, risk mitigation, and allocation of schedule and cost risks. The project must be completed by December 31, 2027 to qualify for the applicable federal tax-credit incentives. The Town confirmed that no bid, payment, or performance bonds are required and that professional engineering, electrical, and construction work may be performed through appropriately licensed personnel and subcontractors.
