Description
The Department of Veterans Affairs seeks a contractor to address petroleum-related groundwater contamination at its Manchester medical center. Work includes groundwater sampling, testing, and monitoring; installation of additional overburden and shallow bedrock monitoring wells; development and implementation of in-situ remedial amendment plans and applications; and assessment and status reporting. The contractor must also prepare required reports and coordinate submissions and responses with the New Hampshire Department of Environmental Services. The scope includes recurring groundwater monitoring and annual monitoring periods, along with base-year remediation tasks. Quoters must provide technical capability information, a capability statement, credentials for a New Hampshire-registered professional engineer or geologist, a subcontracting plan if applicable, SDVOSB certification, the required subcontracting compliance certification, at least three relevant references from the past five years, completed pricing, and a detailed cost breakdown. The award is a firm-fixed-price purchase order and will be made using a lowest-price technically acceptable evaluation.
