Description
The City of Richland is soliciting statements of qualifications from consultants or consultant teams to stress-test its 12-million-gallon-per-day wastewater treatment plant against anticipated elevated pollutant loads associated with an industrial discharger. The evaluation will address projected flows of approximately 1.5 million gallons per day, elevated ammonia, BOD, TSS, and potentially other pollutants such as total dissolved solids and salts. The consultant should have experience evaluating wastewater treatment equipment and processes, Washington State regulatory requirements, wastewater treatment plant engineering design, and mechanical, structural, and electrical systems. The scope may include assisting with permits, preparing technical specifications and bid-ready construction documents, updating operations and maintenance manuals for modified processes, and providing construction-phase services such as responding to questions, reviewing submittals, and attending construction meetings. The anticipated contract compensation is not to exceed $30,000. The response must include an executive summary, project approach and schedule, team organization and resumes, related project experience, and at least three references for directly related wastewater treatment plant work, preferably involving high-concentration incoming loads.
