Description
The Washington State Parks and Recreation Commission's Winter Recreation Program is soliciting bids for winter snow removal and plowing services at Ahtanum Meadows, Ahtanum Red Saddle, and Ahtanum White Ridge Sno-Parks in the Ahtanum State Forest. The work includes plowing parking areas and access roads, maintaining drainage, removing snow slides and fallen trees up to 24 inches in diameter, installing and maintaining warning signage, and plowing an approximately 0.8-mile access loop on Middle Fork Road. Services must accommodate deep snow and mountainous terrain, preserve road and roadside structures, and comply with applicable landowner requirements. The contractor must provide suitable primary and backup equipment, operators with at least two years of demonstrated road and parking-lot snow-removal experience, and on-call availability with two hours' advance notice, 24 hours per day and seven days per week. The response must include equipment descriptions and photos, backup and operating plans, ownership or control documentation, equipment-specific hourly pricing, experience, capacity, a subcontracting acknowledgment, references, and the applicable bidder certifications and forms. Subcontracting is not authorized without written approval. The initial contract period is five winter seasons beginning December 1, 2026, with options to extend up to ten years total; funding is subject to availability and no minimum purchase is guaranteed.
