The U.S. Department of Agriculture's Agricultural Research Service is seeking one new utility/mower tractor to replace a 2004 Massey Ferguson 431 used for field trials, orchard and field work, regular mowing, and fire-prevention mowing. The tractor must have an open operator station, at least 50 horsepower, a shuttle-type transmission, a 540-RPM rear PTO, loader-ready provisions, front-wheel assist or four-wheel drive, dual mid-mounted selective control valves, and two independent rear selective control valves. New approved parts are required; approved alternates may be offered if they satisfy the original parts' form, fit, function, and configuration requirements. The quotation must include pricing for all line items, including the replacement tractor and the trade-in of the current Massey Ferguson 431. The trade-in may be offered as an optional trade-in CLIN. Delivery is required within 90 days after award, and the quotation should explain the offeror's ability to meet the delivery schedule and identify any SOW requirement it cannot accomplish. The government will evaluate technical approach, price, and past performance using a comparative best-value methodology.
