Description
The Washington State Parks and Recreation Commission is soliciting proposals for snow plowing and removal at the Gold Creek and Hyak Sno-Parks within Palouse to Cascades State Park. The work covers approximately 210 parking spaces and associated entrance roads, including snow, ice, debris, snow slides, earth slides, and certain fallen or hazardous trees. Services must maintain safe public access while protecting road surfaces, drainage systems, signs, culverts, and surrounding resources. Equipment must be suitable for deep snow and mountainous terrain and include required safety and operating features such as a blade or blower, heated cab, first-aid and survival kit, scene lighting, warning devices, backup alarm, functioning hour meter, and adequate fuel capacity. Equipment and operators must be available on call with two hours' advance notice, 24 hours per day, seven days per week. The contractor must provide backup equipment and operators, maintain logs and reports, install and maintain specified warning signs, and communicate snow and site conditions to State Parks. Responses must include buyer-provided certifications, bidder profile, bid price/cost sheets, and diverse business inclusion documentation when applicable, along with self-authored equipment descriptions and photographs, ownership/control evidence, an equipment-failure backup plan, experience, operating plan, capacity statement, subcontracting acknowledgment, Washington small or veteran-owned business information, and at least three recently dated letters of reference. Subcontracting is not authorized without State Parks' written approval, and the bid must demonstrate the ability to perform without subcontractors. The resulting arrangement is an indefinite-delivery, indefinite-quantity/task-order contract with payment based on approved service hours and no guaranteed minimum purchase.
