Description
Mohave County is soliciting proposals for comprehensive sex offender treatment services under the supervision of its Probation Department. The scope includes sex offender assessments and evaluations, treatment intake and risk assessments, individual and group counseling, couples and family reunification counseling when indicated, case management coordination, progress monitoring, discharge documentation, and consultation with the court and probation personnel. Services must use evidence-based approaches, including the Risk-Need-Responsivity model, cognitive behavioral therapy, and the Good Lives Model. Virtual sessions are permitted, although in-person treatment is preferred. Providers must meet specified education, licensing, clinical experience, supervision, competency, and continuing-education requirements. The contractor must support service delivery in Kingman, Bullhead City, Lake Havasu City, and the Arizona Strip Area; provide at least two hours of annual in-person training for probation officers in Mohave County; submit required assessments, case plans, quarterly progress reports, and discharge paperwork; and provide three references, licensing documentation, education records, proposal materials, and pricing. The contract is scheduled to begin February 7, 2027, for one year with four additional one-year renewal options. Required insurance includes general liability, automobile liability, workers' compensation, cyber liability, and behavioral health professional liability coverage.
