Description
The New York State Unified Court System, Office of Court Administration, is soliciting proposals for psychological evaluation services for applicants for the New York State Court Officer-Trainee position. The scope includes written psychological inventories and scoring, HIPAA-compliant remote psychological interviews, background and life-history questionnaires, verbal exclude/do-not-exclude determinations, and written psychological inventory and final evaluation reports. The contractor must use at least three validated, standardized inventories approved by UCS, provide requested raw and normed data, maintain records for seven years after the contract, and ensure evaluations are conducted by New York State-licensed psychologists. The solicitation anticipates approximately 4,500 candidates annually for written inventories and approximately 4,000 annual psychological interviews and evaluations, subject to hiring fluctuations. Proposals must address testing capacity, scheduling, assessment tools, adverse-impact data, quality control, records retention, expert testimony, relevant law-enforcement screening experience, and professional qualifications. Required submission materials include the prescribed bid form, non-collusive bidding certificate, notarized acknowledgment, vendor responsibility documentation, procurement lobbying forms, insurance proof or an affirmation to provide it after award, references, licenses, technical narratives, pricing, samples, a certificate of incorporation or equivalent statement, and the firm offer and conflict-of-interest disclosure with authorization documentation.
