Description
Fairfax County seeks qualified providers to establish a term contract for psychological evaluation and testing services supporting the Fairfax County Police Department, Fire and Rescue Department, and Sheriff's Office. Services include pre-employment psychological evaluations; fitness-for-duty, specialized-assignment, promotional, transfer, certification, retention, and critical-incident evaluations; standardized psychological testing; structured interviews; scoring and interpretation; digital recording of interviews; and written reports addressing clinical findings, professional opinions, suitability, recommendations, and limitations. Offerors must demonstrate specialized public-safety psychology experience, Virginia licensure and credentials, capacity to support multiple agencies and fluctuating applicant volumes, timely scheduling, and delivery of test results and reports within 10 business days. The proposal must address the technical approach, transition and implementation plans, staffing, qualifications and resumes, references, financial statements, pricing, confidentiality and HIPAA-related safeguards, and required Fairfax County forms and certifications. The initial contract term is three years with two optional one-year renewals. The County may permit evidence-based alternative assessment instruments, and telehealth requires prior written approval.
