Email contracts@mesc.org Pursuant to the provisions in the Arizona procurement rules and code, Mohave Educational Services Cooperative, Inc. seeks proposals to establish contracts for Grocery: In-Store Purchasing or Direct Online Order. To be considered, proposals shall be electronically submitted, via OpenGov Procurement, prior to the specified due date and time. Proposals shall be opened immediately following the proposal due date and time, with the name of each offeror publicly listed via OpenGov Procurement. Late offers shall not be considered. Pre-proposal Conference: Wednesday, September 16, 2026 date at 10:00 a.m. (local Arizona time) Conference Call ? This solicitation consists of instructions to offerors, scope of work, specifications, evaluation requirements, special terms and conditions, general terms and conditions, pricing workbook, award criteria, offer and acceptance form, and form of contract. Offerors are strongly encouraged to carefully read the entire contents of this solicitation prior to submitting a proposal. Description
Mohave Educational Services Cooperative is soliciting proposals from one or more vendors to provide transactional grocery, food-service, breakroom, office, personal-care, health, seasonal, household, and kitchen products to its public-agency membership. The contract may support in-store purchases, online ordering with local store pickup, and local store delivery, although the latter options are not mandatory. Quoting and drop shipment are not requested or permitted. Vendors must accept credit cards and/or purchasing cards, provide dynamic pricing, support applicable payment-card security standards, and furnish monthly or quarterly reconciliation reports in an approved format. Proposals will be evaluated on pricing, completed pricing workbook, delivery and handling charges, product and discount information, approach and qualifications, past performance, financial information, insurance, and supporting contract documents. Required response materials include the completed pricing workbook, specifications and exceptions, signed Offer and Acceptance Form, Anti-Lobbying Certification, USDA Form AD-1048, EDGAR Certification, IRS W-9, financial information, certificate of insurance, project plan, online-ordering and delivery questionnaires, qualifications and experience responses, Contract Information for Firm form, and any applicable supplemental agreements or debarment letter. The initial contract term is one year with up to four additional one-year extensions, and multiple awards may be made.
