The Department of Veterans Affairs seeks a contractor to repair the air-handler heating closed-loop system serving AHUs 1, 2, 3, and 5 in Building 134. The contractor must provide all labor, supervision, materials, equipment, tools, permits, and incidentals to remove existing Victaulic grooved fittings, couplings, grooved pipe sections, and insulation; prepare the piping; install new welded steel piping and fittings; pressure-test the modified sections; replace insulation; and return the system to operation. Work must be completed in a single deployment within 30 days of mobilization, during the June–August heating off-season and approved weekday work windows. Requirements include certified welders, VA-approved welding procedures, hot-work permits and fire-watch personnel, lockout/tagout, coordination with facility staff, healthcare-facility safety and infection-control procedures, and compliance with applicable VA, ASME, AWS, NFPA, OSHA, and Joint Commission standards. The quote must include firm-fixed pricing, technical capability, relevant experience, and veteran-involvement information, along with the required solicitation forms and certifications.
