Description
The Department of Veterans Affairs is soliciting a firm-fixed-price construction contractor to provide all labor, materials, equipment, supervision, quality assurance, and related services for the Green House Homes Steam Utility project. Work covers Green House Homes 201, 202, 205, and 206 and includes underground steam and condensate distribution, replacement of existing gas-fired hot-water boilers and steam generators with steam-to-hot-water heat exchangers, installation of clean-steam duct-mounted humidifiers, condensate pumping, controls, electrical modifications, demolition, utility tie-ins, erosion control, paving repairs, testing, balancing, commissioning, and closeout documentation. The buildings are occupied and construction must be phased to minimize impacts on residents and healthcare operations. The contractor must maintain continuous facility operations, coordinate shutdowns, provide infection-control and dust-containment measures, comply with applicable prevailing-wage requirements, and complete the work within 280 calendar days after receipt of the Notice to Proceed. The procurement is a 100% set-aside for CVE-verified Service-Disabled Veteran-Owned Small Business firms. A bid guarantee of 20% of the bid price, capped at $3,000,000, is required with the bid; the successful bidder must furnish payment and performance bonds, each equal to the awarded contract value. The solicitation also requires compliance with limitations on subcontracting, project-specific safety and environmental plans, quality-control and commissioning documentation, and specified insurance coverage.
