Description
The U.S. Navy is conducting a Request for Information and market survey regarding the potential use of a Project Labor Agreement for the design-build replacement of an A-School dormitory at Naval Station Great Lakes. The planned multi-story unaccompanied housing facility would provide 308 two-person modules accommodating up to 616 E-1 through E-4 students, with shared bathrooms, laundry facilities, lounges, administrative offices, housekeeping areas, and public restrooms. The anticipated construction includes a concrete frame, masonry walls, a sloped metal roof, and shallow foundations on strengthened soil. The project is expected to be delivered in a two-phase package under one contract, with an anticipated magnitude of $100 million to $250 million and an approximately 1,160-calendar-day period of performance. Respondents must complete the attached PLA questionnaire, addressing contractor interest, labor availability, specialized construction, union and non-union labor, prevailing wages, prior PLA use, and potential PLA-related cost impacts. This is a planning survey only and is not a request for proposals, quotes, or bids; no contract award is contemplated from this survey.
