Description
The Defense Logistics Agency Energy is soliciting offers for bulk lubricating oils, including L40 engine oil, LA6 aircraft turbine engine oil, LO6 engine oil, LTL steam turbine oil, and CLB catapult launch engine oil. The solicitation covers estimated quantities delivered from April 1, 2027, through March 31, 2029, to numerous military and government facilities in the United States, Japan, and Spain. Delivery may require bulk trucks, pumps, hoses, sea vans, or other specified equipment, depending on the destination and line item. Products must meet the applicable quality assurance provisions and technical specifications. LTL, LO6, and LA6 products require Qualified Products List certification before offering; CLB requires prior first-article testing and a Certificate of Analysis or Certificate of Quality; and L40 requires a Certificate of Analysis. Offerors must provide required supply, shipping, capacity, traceability, and quality-control information. Offers must be submitted through the mandatory Bulk Offer Entry Tool, including the required solicitation fill-ins and traceability sheet; the tool electronically incorporates and signs the SF 1449.
