Description
Bahamas Power and Light Company Ltd. requires the sourcing and delivery of Heavy Fuel Oil (HFO) to its designated tanks in New Providence. The supplier must deliver nominated volumes within specified fuel-quality requirements, arrange vessel berthing and piloting, use the required transfer pipeline, complete applicable Bahamas Government documentation, and manage delivery logistics. Fuel must conform to the stated BPL engine specifications and ISO 8217 requirements, including limits for density, viscosity, flash point, water, sediment, metals, sulfur, and other quality characteristics. The supplier must perform pre-loading analysis and gauge storage tanks for volume, temperature, and specific gravity before and after delivery. Estimated annual requirements are 1,200,000 barrels for 2026–2027, 1,250,000 barrels for 2027–2028, and 1,300,000 barrels for 2028–2029. Pricing must be submitted using the specified Platts Oilgram or comparable trackable index methodology, with delivery pricing inclusive of berthing, pipeline, and throughput fees. The solicitation requires a completed tender and price schedule, qualification information, legal and tax documentation, experience and client references, and other eligibility materials. The successful supplier must provide a full-contract-price performance bond after execution and proof of $1,000,000 public liability and employer’s liability insurance before commencing services.
