Description
The City seeks one or more consultants to represent it in the negotiation, acquisition, and disposition of real property on an as-needed basis. Services may include determining parcel ownership and title status; coordinating with city staff, title companies, engineers, appraisers, and the right-of-way committee; identifying property rights to be acquired; preparing transaction documents; negotiating with property owners; and supporting closings and conveyance of marketable title. The consultant may also provide preliminary value studies and review-appraiser services. Condemnation-related services, if needed, will be handled case by case at hourly rates. The agreement is for an as-needed requirement with no guaranteed tasks or quantities. Proposals must include a cover letter, completed acceptance statement, proposed personnel and subconsultant listing with key-personnel resumes, a service-delivery narrative, a schedule of charges, subcontracting information, at least five references, a completed reference authorization and release, a bank or financial-institution reference letter, and the specified Colorado litigation and claims history. The bank reference and litigation history must be separately sealed and labeled. The successful consultant must maintain the insurance coverages specified in the draft agreement.
