Description
The Denver Regional Council of Governments is seeking proposals from qualified individuals, firms, or teams to conduct financial reviews of subrecipients receiving Federal Transit Administration Section 5310 and Older Americans Act funding. Reviews will be risk-based and primarily fiscal, covering financial and technical capacity, award management, capital assets, procurement, program income, matching funds and fund braiding, in-kind match documentation, internal controls, accounting records, and voluntary contributions. The contractor must develop tailored workplans, review prior fiscal-review reports and follow up on findings, assess the use of combined funding streams, and complete identified annual reviews by June 30 of each fiscal year. The initial performance period is expected to run from January 1, 2027, through June 30, 2027, with three additional one-year renewal options. Proposals must include qualifications, key staff experience, references, detailed pricing and budgets, project management methods, a schedule, project approach, required acknowledgments, and the completed disadvantaged business enterprise information request form.
