Description
Clay County, Missouri is requesting proposals from qualified consultants to conduct a comprehensive needs assessment and feasibility analysis for a new correctional facility for the Clay County Sheriff's Office. The selected consultant will research, analyze, and forecast current and future jail population needs based on population growth and criminal justice projection models. The scope includes criminal justice system and data analysis; identification of key drivers of jail population; consideration of alternatives to incarceration; space planning for correctional and community-based facilities; staff interviews; review of current policies and maintenance records; development of a forecasting model; and recommendations for policy, programmatic, and infrastructure strategies. The consultant will also provide an alternative proposal addressing site acreage, a location diagram, and estimated design and construction costs.
