Grand Traverse County is requesting statements of qualifications from experienced criminal justice planning consultants to support planning for a future detention facility and broader justice system. The selected consultant will update and validate prior studies using current data, correctional standards, County practices, and community needs, without presuming a particular facility size, site, configuration, or construction solution. The scope includes a jail needs assessment; detention population forecasts through at least 2055; diversion and alternatives analysis; existing-conditions and criminal justice system assessments; operational, staffing, security, programming, medical, behavioral health, and reentry analysis; facility and conceptual space programming; alternatives evaluation; planning-level capital and operating cost estimates; and an implementation roadmap. Required deliverables include system, population, operational, facility, space, cost, executive-summary, comprehensive-report, data, GIS, and prior-studies-validation work products. Respondents must demonstrate at least 10 years of jail-planning experience, at least 10 comparable county jail planning projects, experience with facilities serving 100 or more inmates, work with elected governing bodies, direct-supervision expertise, behavioral-health and special-populations expertise, and accepted correctional population-forecasting capability. No fee proposal is requested at this stage.
