Description
U.S. Immigration and Customs Enforcement is soliciting separate single-award IDIQ contracts for four turnkey detention facility requirements in the Denver, Miami, Philadelphia, and Seattle areas. Offerors may propose one or more requirements. Contractors must furnish or operate the proposed facility and provide 24-hour detention services, secure custody and supervision, staffing, training, food services, armed transportation, on-call guard services, intake and release, classification, detainee property management, security and surveillance systems, legal access, virtual attorney visitation, recreation, religious services, commissary operations, emergency response, records management, and compliance with applicable detention, accessibility, safety, environmental, and information-security requirements. Requirements A through C include contractor-provided comprehensive health care; Requirement D is an IHSC-staffed facility for which the contractor provides facility support, space, security, and related services. The anticipated contract structure is a hybrid firm-fixed-price and labor-hour IDIQ with a 120-month ordering period, including a 60-day transition period, and a possible six-month service extension. The procurement uses a pass/fail Phase 1 readiness screening followed by Phase 2 technical and price proposals for facilities receiving a Phase 1 Pass. Amendment A0002 extends the proposal deadline to September 14, 2026, at 5:00 p.m. Eastern Time.
