Description
The City of Independence seeks an independent, third-party consultant to design and conduct comprehensive annual performance evaluations for four positions: City Manager, City Clerk, Mayor's Executive Assistant, and Management Analyst. The work includes confidential 360-degree stakeholder feedback, structured interviews, consultation with the City Council and Mayor, alignment with City Charter duties, and review of city goals, budget metrics, and departmental milestones. Deliverables include customized evaluation frameworks and timelines, four detailed performance portfolios with consolidated feedback and scored competency rubrics, facilitated executive-summary sessions, and individual development plans. Proposals are evaluated primarily on executive evaluation methodology, local-government experience, evaluator qualifications, data privacy and security, and cost. The proposal must include the completed cover sheet, letter of intent/introduction, completed and notarized affidavits, a response to the RFP requirements, and the attached professional-services contract completed and signed. Proof of insurance and a City of Independence business license are required after award.
