Description
The City of Antioch is seeking one consultant for two scopes of work: solid waste collection franchise agreement development and procurement services, and on-call miscellaneous consulting services. Scope 1 includes reviewing the existing Republic Services franchise agreement, analyzing service performance and operational statistics, drafting or revising an integrated collection and post-collection franchise agreement and RFP, supporting the pre-proposal process, evaluating proposals and costs, conducting proposer interviews, and assisting with negotiations and City Council presentations. The future franchise is intended to begin full services on January 1, 2029, with emphasis on cost, service quality, waste diversion, SB 1383 compliance, vehicle efficiency, alternative fuels, zero-emission fleets, staffing, routing, and post-collection facility capacity. Scope 2 is an as-needed, task-order consulting arrangement that may include franchise agreement restructuring, SB 1383 compliance, Zero Waste planning, waste prevention programs, collection and post-collection operational reviews, Construction and Demolition franchising, rate adjustment reviews, contamination and waste characterization studies, vehicle road-impact studies, vehicle-yard feasibility analysis, environmental impact and VMT analyses, public presentations, and franchise-fee or hauler-revenue audits. Respondents must identify the services they can provide, complete the applicable cost forms, submit hourly rates and reimbursable-expense information, demonstrate qualifications and relevant projects, provide key-personnel resumes, and list at least three references.
