Description
Beaufort-Jasper Water and Sewer Authority is seeking a consultant to develop a new strategic plan for fiscal years 2028 through 2032. The work includes project management, organizational and financial assessment, staff and Board interviews, facilitated leadership and Board workshops, strategic priority development, measurable objectives and KPI frameworks, risk and scenario discussions, and alignment with capital, financial, technology, and workforce planning. The consultant must produce an actionable five-year implementation roadmap, dashboard or scorecard templates, an Implementation Action Plan, progress-reporting templates, final Board adoption materials, executive-summary materials, and a public-facing 10- to 15-page strategic-plan summary. The project is estimated to take six months, with all work completed and billed by June 30, 2027. An optional follow-up workshop may occur six to 12 months after implementation. The main proposal is limited to 50 pages, and the fee proposal must be submitted separately.
