Description
The United Nations Development Programme seeks an individual consultant to review and improve the Bangsamoro Autonomous Region in Muslim Mindanao's planning, budgeting, investment programming, and monitoring systems. The assignment will strengthen planning-budget linkages, ministry-level Annual Investment Programming, coordination across ministries, offices, and agencies, and integration of the Bangsamoro Block Grant and Special Development Fund into investment planning and budgeting. The consultant will recommend common guidance, tools, and templates and support participatory, evidence-based, gender-responsive, conflict-sensitive, and climate-responsive public financial management practices. Required qualifications include a relevant university degree or equivalent experience, specialized training, demonstrated public financial management and institutional assessment experience, facilitation and report-writing skills, stakeholder engagement experience, and knowledge of BARMM governance and public financial management reforms. The engagement is for 70 person-days spread over five months, with proposals submitted through the designated procurement portal.
