Description
The City of Los Angeles is seeking qualified traditional private-investigator firms to provide investigative services for City Attorney litigation and investigations. The scope includes surveillance, service of process, accident-site photography, background investigations, witness interviews, and occasional support for workplace investigations. Proposers may offer a subset of the listed services, provided they identify the capabilities they will provide; subcontractors are permitted if disclosed and must comply with the same terms and conditions. Remote work is permitted only when appropriate and approved by the requesting City Attorney staff, and assignment requests must be acknowledged within one hour. The City anticipates selecting approximately three contractors, although the number may vary. Current or incumbent firms identified in the addenda are Frasco, Inc.; SLI, Inc.; and Gailey Associates, Inc., under contracts C-140201, C-140167, and C-140182. Current contracts range from approximately $100,000 to $750,000, and the prior disclosed hourly rate was $75.00; no annual volume or total value is guaranteed. The contract term is three years, with no anticipated price escalation except mileage reimbursement adjustments under federal guidelines. Proposals are evaluated in part on experience, references, capabilities, and pricing, and the firm or proposed investigator must document the applicable minimum experience. Addendum 4 clarifies compliance options under the Equal Benefits Ordinance for proposers that provide health benefits to spouses but not domestic partners.
