Description
The U.S. Navy is soliciting a firm-fixed-price quote for cleaning three collection, holding, and transfer (CHT) sanitation tanks containing human sewage. The work includes emptying, cleaning, disinfecting, gas-freeing, and obtaining marine-chemist certifications for safe personnel entry and hot work; performing three flushes; containing and disposing of all cleaning effluent; and providing temporary covers, pumping, washdown, aeration, pressure-washing, and other consumable materials and equipment. The work will be performed aboard a submarine and requires compliance with shipyard work authorization, confined-space, safety, environmental, security, training, and waste-management requirements. The solicitation has two firm-fixed-price line items: Round 1 from October 26 through December 18, 2026, and Round 2 from April 5 through May 14, 2027. Quotes must include a technical capability statement, one redacted and one unredacted copy of that statement, a completed and signed SF 1449, and a separate quote sheet on company letterhead listing all associated costs. Questions are due September 11, 2026, at 2:00 PM Eastern time, and final answers are scheduled for September 15, 2026, at 2:00 PM Eastern time.
