Description
The City of Oak Ridge is seeking qualified environmental consulting firms to evaluate the feasibility of establishing a wetland and stream mitigation bank and to identify and prioritize suitable properties and restoration opportunities. Services may include GIS and watershed analysis, site screening, ecological assessments, mitigation-credit projections, regulatory strategy and agency coordination, financial feasibility analysis, and implementation planning. If authorized, the selected consultant may also prepare a mitigation bank prospectus, conceptual and final restoration designs, construction documents, permit-support materials, bidding assistance, and construction-phase professional services. The agreement is anticipated to have an initial two-year term, with up to two additional two-year extensions, for a maximum potential term of six years. Physical construction is excluded and will be procured separately.
