Description
The City of Binghamton is requesting statements of qualifications from experienced environmental consulting firms to provide Qualified Environmental Professional (QEP) services and environmental, technical, and grant-management support for the City's U.S. Environmental Protection Agency Brownfields Assessment Grant. The $500,000 grant will support inventorying and prioritizing brownfield sites, conducting ten Phase I and three Phase II Environmental Site Assessments, reuse planning, community engagement, and grant administration. Phase I assessments must comply with the All Appropriate Inquiries Rule, applicable ASTM standards, and New York State Department of Environmental Conservation requirements, and must be performed by or under the supervision of a QEP. Respondents must document the proposed QEP's education, licensing, certification, and relevant full-time experience and demonstrate the capacity to perform or subcontract Phase II assessments. The qualification package must address the firm's interest, technical qualifications and comparable projects from the past ten calendar years, project approach and organizational structure, proposed project managers and staff qualifications, availability, and references for similar projects completed within the past ten calendar years. Five copies are required. The City will rank firms based on experience, staff qualifications, approach, capacity and availability, prior performance with the City, and references, and may invite the top three firms to make presentations. Fees and the nature and extent of technical services will be negotiated with the selected firm.
