Description
Stanislaus County is soliciting proposals for professional mining inspection and reclamation-compliance services for 14 identified mines. The consultant must perform annual mine inspections; complete MRRC-1, NOCI-1, and FACE-1 forms; review financial assurance mechanisms; prepare financial-assurance cost estimates; monitor compliance with reclamation plans and use-permit conditions; identify violations; assist with notices and operator correspondence; and submit reviewed reports electronically to the County and the State Department of Conservation's Division of Mine Reclamation. The consultant must provide an annual service schedule by October 31 and submit the annual mine reports by February 12. The scope also includes monthly status coordination with the County Project Manager and as-needed consulting such as SMARA support, reclamation-plan reviews, CEQA assistance, ordinance work, and meeting attendance when authorized. The County intends to award an initial three-year agreement, with possible year-to-year extensions up to four years beyond the original agreement's expiration. Proposals will be evaluated on qualifications, capacity, technical approach, outcomes, references, financial stability, and pricing. Respondents must have been established for at least five consecutive years, possess a business license, and provide proof of a valid California Professional Geologist license. The proposal must include financial, qualification, and pricing components, with the pricing proposal covering the annual mine work and hourly rates for as-needed consulting.
