Description
The City of Carlsbad and Carlsbad Municipal Water District are requesting separate Statements of Qualifications for each discipline proposed. The Agency may award multiple master services agreements for as-needed, task-order professional consulting services in five disciplines: underground utility infrastructure closed-circuit television inspection and condition assessment; general civil engineering; environmental planning and studies; labor compliance and grant administration; and municipal infrastructure finance and fee consulting. Services may include sewer and storm-drain inspection, civil design and project support, CEQA/NEPA and permitting support, prevailing-wage and grant compliance, and development-impact-fee and infrastructure-financing analyses. Each agreement is anticipated to have a three-year initial term with up to two additional one-year renewal options, for a five-year maximum. The not-to-exceed amount is $250,000 per agreement year. Responses must include a discipline-specific SOQ, project team and approach, at least three project reference summaries, specified SF330 sections, and a fee schedule. The SOQ is limited to 25 pages excluding specified appendices and must be submitted electronically through the Agency's eBidding system; separate SOQs are required for each discipline.
