Description
The Delaware Department of Health and Social Services, Division of Public Health, is soliciting proposals for a contractor to manage the Ryan White AIDS Drug Assistance Program (ADAP). The contractor will be responsible for comprehensive pharmacy benefit and information management, including client eligibility administration with real-time data and issuance of program eligibility cards. The contractor must coordinate benefits as the payor of last resort, managing primary and secondary insurance billing. A statewide retail pharmacy network must be established to dispense formulary items across various geographical areas. The contractor will handle electronic claims adjudication per NCPDP Telecommunication Standard 5.1 or above for prescriptions and medical supplies with NDCs, and provide a manual claim process for supplies without NDCs. Additional responsibilities include pharmacy payment processing, ADAP formulary management, a help desk for member technical support, and reporting and data management to meet Ryan White Part B/ADAP grant requirements such as ADAP, ADR, and RSR reports. The contract will be for one year with four optional one-year extensions. The system must be a SaaS-based, web-accessible solution, hosted in the United States, and comply with HIPAA, Delaware data classification, and cloud services agreements. The contractor must provide help desk services 24/7, and all deliverables must meet Section 508 and WCAG 2.0 AA accessibility standards. The selected vendor must have successful statewide Ryan White Part B/ADAP pharmacy benefit operations in two or more states.
