Description
Miami-Dade County, through its Office of Management and Budget, is soliciting proposals from registered municipal advisors. The services required include providing municipal advisory services for revenue debt transactions, such as the issuance of bonds, notes, and certificates. This RFP specifically pertains to the Enterprise Segment, which encompasses the Miami-Dade Aviation Department, Seaport, and Solid Waste Management departments. The selected proposer will be responsible for advising the County on various aspects of bond issuance, including the method of sale, preparation of offering documents, optimal timing for market entry, and pricing. They will also provide recommendations on municipal bond insurance, reserve fund surety, and manage procurement processes for printing and electronic posting of official statements, as well as for paying agent, registrar, escrow, and verification services. Additionally, the selected advisor will collaborate on rating agency presentations and prepare closing memos. Non-bond related services include coordinating visits with rating agencies and investors, providing reports on municipal market conditions, advising on short-term financing instruments, and maintaining a database of the Enterprise Segment's debt portfolio. The selected proposer will also conduct annual reviews of the debt structure, prepare annual reports for rating agencies, and provide recommendations to reduce borrowing costs. The anticipated contract period is seven years.
