Miami-Dade County is soliciting bids for aerial spraying services using fixed-wing aircraft, as well as ground spraying, for the control of adult mosquitoes. The contractor will be responsible for applying insecticides on an as-needed basis, based on surveillance data indicating high mosquito populations. Services must comply with Chapter 388 of the Florida Statutes and all applicable local and federal regulations. The contract will commence upon approval and expire on the last day of the 60th month. Bidders must be regularly engaged in aerial spraying services and provide at least two professional references. Additionally, bidders must employ at least one licensed pilot with a Federal Aviation Administration (FAA) Pilot Certificate and a Florida Department of Agriculture and Consumer Services (FDACS) Public Health Pest Control license with an aerial applicator category. A project manager or supervisor, experienced in aerial spraying missions, must also be available as the primary point of contact. The County will supply the necessary chemicals for the operations. The contractor will be responsible for providing FAA-approved aircraft equipped for Ultra Low Volume (ULV) spraying, including GPS navigation systems. The contractor must also maintain availability for contact seven days a week, with aircraft operational within 24 hours of notification for spraying missions. Reporting on spray missions, including detailed information on application, location, and aircraft used, will be required within 48 hours of completion.
