Description

Jefferson County Sheriff's Office is seeking a qualified organization to operate its Residential Substance Abuse Treatment (RSAT) program. The contractor will provide evidence-based substance use disorder treatment to participants while incarcerated and after release, including group and individual counseling, clinical assessments, individualized treatment planning, documentation, treatment recommendations, and coordinated reentry support. The current curriculum is Hazelden's "A New Direction," with 40 hours of treatment per week on flexible days. The current RSAT average daily census is 10, the average participant stay is 9.5 days, and 11 inmates were admitted during the prior year. Services must also be provided to Kitsap County inmates housed at the Jefferson County Jail; five such inmates have been housed since July 2026, although historical participation data is unavailable. The contractor must operate within the scope of its licensed professionals and coordinate with separate behavioral-health, MOUD, medical-services, and psychiatric contractors as applicable. The County retains custody, security, physical observation, and transportation responsibilities, while the contractor may use its own electronic health record or the County's Amazing Charts system. The County can provide telehealth equipment, software, and internet access. The County purchases medications, while SUD/MOUD medications are managed under the separate MOUD contract and behavioral-health medications under the psychiatric contract.
