Description
Public Utility District No. 1 of Snohomish County is seeking one professional services consultant to perform a Conservation Potential Assessment and Demand Response Potential Assessment and support development of the District’s Demand Response Implementation Plan. The scope includes energy-efficiency and demand-response measure analysis, supply curves, potential models, geospatial analysis, scenarios and sensitivities, reports and presentations, implementation pathways for automated metering infrastructure and rates, and support for compliance alternatives under Senate Bill 5445. Additional services may include solar and distributed-energy-resource potential assessments, Integrated Resource Plan support, cost-effectiveness calculator development, audit support, meetings, and other demand-side technology analysis. Deliverables include editable Excel models with visible and editable formulas, unlocked Microsoft Word reports, implementation-plan materials, and supporting memoranda. Task 3 is scheduled for completion by May 1, 2027; Tasks 1 and 2 by June 1, 2027; and the contract term runs from notice to proceed through December 31, 2030.
