Description
The City of Peoria is soliciting bids for demolition, debris removal, hazardous-material abatement, backfilling, and site restoration at four commercial properties. The scope includes supplying labor, equipment, materials, transportation, permits, and incidentals; demolishing structures and foundations; removing debris and paved surfaces; addressing below-grade voids and utilities; hauling non-recyclable materials to licensed disposal facilities; and providing disposal documentation. Addendum 1 supplies asbestos inspection results and a corrected bid form. The inspection materials identify asbestos-containing materials at multiple properties, including chrysotile-containing flooring, roofing, flashing, sheet vinyl, and transite. Contractors must field-verify quantities and comply with applicable federal, Illinois, and local asbestos requirements. The contractor must also maintain site security and dust controls, clear basements before backfilling, place six inches of clean topsoil, grade the lots for stormwater management, and seed the restored sites. Bidders must submit combined and property-by-property pricing; the City may award the work in total or by individual line item. The target completion date is December 31, 2026. The project includes 10% MBE and 3% WBE subcontracting goals for bids exceeding $50,000, with a waiver form required when no subcontractors will be used.
