The California Energy Commission, through the Western States Council of SMART, is funding the expansion of contractor training capacity in underserved California communities. The project involves upgrading six Joint Apprentice Training Committee (JATC) facilities with residential heat-pump and modern training equipment, including tools for refrigerant charging, capture, and leak detection. The goal is to create accessible training pathways for technicians to advance into residential contractor roles, increase the number of qualified contractors for code-compliant heat-pump installations, and strengthen local economies. Locations include Fresno, La Puente, Modesto, Nipomo, Sacramento, and San Diego.
