The Kansas Department of Commerce's Registered Apprenticeship Office seeks a qualified third-party contractor to provide independent compliance monitoring and quality assurance for Registered Apprenticeship programs under applicable federal and state requirements, including 29 CFR Parts 29 and 30 and U.S. Department of Labor guidance. The scope includes scheduled and ad hoc reviews; document reviews; sponsor interviews; apprentice sampling for on-the-job training verification; related technical instruction and wage-progression verification; registration, cancellation, and completion reporting reviews; corrective-action tracking; formal monitoring reports; and submission of documentation to RAPIDS and the designated apprenticeship.gov account. The contractor must perform and price 20 to 80 compliance reviews annually, with at least 20% conducted in person, provide annual and interim quality assurance assessments, deliver at least four training sessions annually for agency staff and Apprenticeship Training Representatives, develop training materials and procedures, maintain a real-time tracking mechanism, provide monthly reports and immediate high-risk notifications, participate in recurring check-in meetings, and provide formal briefings and summary reports. The contract runs from the date of award through June 30, 2029, with two optional 12-month renewal periods.
