Description

The Federal Aviation Administration seeks a contractor to provide approximately 36 hours of Lightning Protection for Aircraft training for Airworthiness Inspectors and Aerospace Engineers. Training is expected to be instructor-led and conducted in person at a U.S. brick-and-mortar training facility, with a maximum class size of 12 students and approximately two classes per contract year. Virtual or computer-based training may be used only if in-person training is not feasible because of a natural disaster or pandemic and the Government approves the alternative. The scope includes instruction on lightning physics, aircraft lightning interaction, protection design and certification, direct and indirect effects, static electrification, applicable regulations and standards, and laboratory demonstrations involving high-voltage strike attachment, high-current protection, and induced-transient testing. The contractor must provide suitable facilities and equipment, course materials, training aids, qualified instructors with an engineering degree and relevant lightning-protection, industry, and teaching experience, a detailed syllabus, facility and equipment descriptions or an applicable Part 141 or Part 142 certificate, proposed training hours and days, and instructor resumes or qualification statements. The FAA will use a lowest-priced technically acceptable evaluation and intends to award one indefinite-delivery/requirements contract.
